An offline channel is still a shop window. If somebody lands on it after the stream ends, the offline screen is the only thing selling the server.
Twitch formats
Twitch gives a channel two image slots that matter and one that does not. The video player banner, which Twitch calls the offline screen, fills the player at 1920x1080 and is the single most-viewed graphic on a channel that is not live. Panels under the stream are 320x100 and are where the invite, the rules link and the server name belong. The profile banner at the top is largely decorative on modern Twitch layouts and is the one most people over-invest in.
The offline screen is set in Creator Dashboard, Settings, Channel, under Video Player Banner. Twitch takes JPG, PNG and GIF up to 10MB, and it does not animate the image in the player, so the still is the one that counts there. Every pack also ships a 30fps MP4 of the same scene, which is what you actually want for a starting-soon or be-right-back card in OBS, as a looping media source behind your own overlay.
Panels are the opposite case. Twitch renders a panel image as a still, so the GIF in the pack is not for Twitch at all, it is for pasting into Discord when you announce that you are live. At 320x100 there is room for a mark and a short line and nothing else, which is why the panel layout drops the tagline and keeps the invite instead.
The whole point of ordering a Twitch set from the same design as your FiveM banners is that a viewer who sees your offline screen, joins the Discord and then clicks the server in the list sees one identity three times. That repetition is most of what branding does.
