468x60 is the original IAB leaderboard, and it survives because server listing sites and roleplay forums standardised on it two decades ago and never had a reason to change. If you buy a placement on a FiveM listing site, this is almost certainly the size you will be asked for.
The constraint is height. Sixty pixels gives you one line of display type at a readable size and nothing else. No tagline, no second line, no detailed scene. The layout drops everything except the server name and the invite, sets the type to fill most of the height and keeps the backdrop to a simple gradient with motion in it, because a busy scene at 60 pixels tall reads as noise.
Motion needs restraint here more than anywhere else. A 468x60 banner that flashes or wipes fast reads as an advert and gets ignored, and on some boards it gets reported. The animation is a slow light sweep over four seconds at 20fps with a 200-colour palette, which registers as movement in peripheral vision without demanding attention.
The still renders at 1404x180, three times the target, which is the highest multiplier of any format in a pack. That is because a 468x60 banner on a modern display is physically 936x120 or more, and this is the format where softness is most visible: thin type at small sizes falls apart first.
